If you play with the snow, the snow will be the object of play. Possibly, making a snowman, a snowball fight or building a snow fort. If you play in the snow, the snow doesn't necessarily have to be the object of play. You could play tag with friends outside in the snow, or run with a friend through the falling snow, or even set up a card game out in the snow. In this case, the snow is not what you're playing with, but rather you're playing with someone/something else while there is snow around you. You could be playing with the snow, too, and this phrase, "in the snow", would still make sense. Does that make sense?
