What does “bubbling away” mean in this context? "Won't it look odd, me standing up in Dublin and giving it the big 'Ooh, life is unfair but chuck your arms around the world, run to you, shamon, peace, hey now, come together people, repeat till fade' nonsense, when the arse-end has dropped out of Ireland's economy and U2's 'tax efficiency schemes' mean my wealth is bubbling away in nooks and crannies all over Europe?"

It means being active like a soup which is being cooked. You can see bubbles in hot soup. So his money is actively generating more money.

In this context "bubbling away" means that the wealth is slowly dispersing. The meaning comes from the act of boiling water, where the water will be bubbling. As water is left to boil for a long time "bubbling away" the steam evaporates and disappears. If you leave the water "bubbling away" for a very long time then all the water will be gone.
