1. Il fait + nom ou adjectif. Essentiellement, c'est une question d'usage : certains se disent, d'autres pas, il n'y a pas de règle particulière de grammaire. Par exemple au 19è siècle on disait aussi "il fait laid" , qu'on ne dit plus maintenant. On dit aussi "il fait sombre" dans une pièce mal éclairée, pourtant ça n'a pas de rapport au temps.
2. Affreux est pire que mauvais.
