I'd use "arouses". "Evokes" sort of works, but it sounds a little strange. "Revives" only works if there were racial tensions in the country previously, but not anymore. "Revive" more or less means "bring back".

"Evokes" would work best in this specific sentence & would be the most natural. Of course, context is everything. You could use the words "Causes", "Arouses", or even "Sparks" (just substitute any of these words for "Evokes"). Hope this helps. :) Scott
