Are they talking about the institutions having more surveillance so that officials aren't tempted by corruption? If so, it makes sense. If they're talking about the person themselves being more thoughtful about their actions, it doesn't make sense.
Vigilance means to watch over someone else. 'strengthen their resolve so that they have no desire to commit corruption' would mean that they themselves must be resolved to not be corrupt.
Neither does the use of 'consciousness' in your sentence, '"raise their awareness of not wanting to commit corruption."
