In the sentence below, could you please tell me what "reach up" means? I think it means "stood up" but I'm not sure.

He reached up to brush his hair out of his eyes and met only the short growth of wiry bristles, low on his forehead.

He stretched his arm up.  We don't know if he had to stand up to do this or not - it's not relevant.
