What does this sentence mean?
Does it mean that those people who have the skills that meets the requirements of shooting star or that those who get their skills from shooting star and are qualified by shooting star?

It means that people who already have skills that meet Shooting Star's requirements will then have opportunities to use those skills in the form of "jobs they could only dream of before". I hope that answers your question :)
