“Année” is normally used when talking about the twelve months of the year, or a period.

Cette année est presque finie. 
That talks about the ENTIRE year.

“An” has many uses. It can talk about a period, a date or the age.

Je le fait une fois par an. Period. 
En l’an 2000, tout était moins cher. Date. 
J’ai vingt-cinq ans. Age.

When they express a period, both “an” and “année” can generally be used without really modifying the meaning.

Un bon nouvel an. In the masculine form, expressing a period.

Une bonne nouvelle année. In the feminine form, expressing a period as well.
