But you could say: 'The dimension out of tolerance caused the part to be rejected.' This construction is more often used in titles (like of a book or movie) which are likely to be a little archaic or poetic in style. For instance there is a Bob Dylan song called "Time out of mind". If you were writing a complete sentence, instead of using the second version you'd probably find some other wording to mean the same thing: 'The dimension that's out of tolerance... ' The out-of-tolerance dimension...' Note how this last one uses hyphens. It's awkward in writing but in speaking it might very well be the best choice.
