I think that this means "Can you help me?" I'm not sure if it's used the same as in English. Can it be used in all of these instances?

1. I can't figure out how to use this app. Can you help me?
2. My car won't start. Can you help me?
3. I'm about to drop these groceries. Can you help me?
4. I'm lost. Can you help me?
5. (to a store clerk) I would like to buy this. Can you help me?

But, 저 도와줄 수 있어요? is  rarely used in Korea.
As you know, 저 도와줄 수 있어요?  is a literal translation of "Can you help me?"

We use 
"좀 도와주세요"(for everyone)
"좀 도와줘"(to younger person)",  
"좀 도와주시겠어요?"(to elder person) 
"좀 도와주실래요?"(to similar aged person)
