Hello Arsal, Fluency requires you to speak correctly. If you spoke wrongly ,than you are not considered to be fluent in the language . So there is no preference. Both fluency and correct grammar integrate;the more you use correct grammar in your speech , the more fluent you are likely to be . Of course fluency includes other factors such as rich vocabulary and correct pronunciation . So none is more important than the other. Through your learning process on your way to get fluent you will be practicing to increase your vocabulary, to form grammatically correct sentences etc...

Hello Arsal, all 3 are very important but fluency will only come with practice.

In my opinion it's more important that you speak fluency. It's really hard to listen to somebody who doesn't speak fluently and if you speak fluency than your gramma is going to get better. I learnd how to speak fluency when I went to America as an exchange student. And than my grammer got better and better with the time. Now I can speak fluency with a pretty good gramma so just keep on talking and one day you're gonna be perfect in both. ;)
