No, they're a little different.
"Advance notice of termination" is a notice of termination given EARLIER than required or expected.
It may be given by you or your employer.
As an example, a work contract may say that you or your employer must give 4 weeks notice before you quit (or are fired).
This 4 weeks notice is a "notice of termination".
But say you want to give your employer more warning so he can train someone else, or you just want to let him know sooner. If you give your notice at say 6 weeks rather than the required 4 in the contract, then you are giving an 'advanced notice of termination.'
The reverse is true as well. Perhaps the employer only has to by law give you 4 weeks notice, but he decides to give you notice 6 weeks (2 weeks earlier) so you have more time to make plans. The employer giving notice EARLIER than required is an example of an 'advance notice of termination'.

No, advance in this case means ahead of time. The only time people get advance notices of termination are usually for things like mass unemployment for example, a company going out of business. Otherwise a notice of termination is on the spot you getting fired.

In the US, “termination” is the act of an employer, not an employee (as in Greg’s answer”) An employee deciding to leave a job is called “resignation”.
Labor practices will differ by country and by occupation, as will the language used to describe them. So you aren’t going to get a good answer on italki without more context. If I were to hear that a company gave “advance notice of termination “ to some employees, I would assume that they got a note that their employment will end on some future date. So it would be a notice of future termination, as opposed to a notice of immediate termination. But in other countries it might have a different meaning.
