There is not clear who must do these actions. In Russian it called "безличное предложение". Moreover this is not literature language, it has mistakes. I would translate the sentence as "It should to start actions immediately, just immediately begin to do".

You should get cracking and through yourself in at the deep end.

You should get into action immediately just start to do it straightaway.
