"It was too expensive" vs "It was very expensive" Is there any difference?

"too" here implies that you cannot afford it whereas the other case, you can afford it but didn't feel that the price is justified.

"too expensive" = excessively or unreasonably expensive. Example: The shoes were too expensive [for my budget], so I didn't buy them.
"very expensive" = (almost) unreasonably expensive. Example 1: The shoes were very expensive, but they were very good quality, so I bought them. Example 2: The shoes were very expensive, so I didn't buy them. I might buy them later, if they go on sale.
