A "rage blackout" is when you get extremely angry, so much so that you loose control of reality-- you act without regard to the consequences of your actions.

It's probably referring to alcohol shots. A shot is a small glass of alcohol, ususally 30-60 milliliters that are taken in one swallow.
They are often served in what is called a "shot glass".

as they said, it could mean a lot of things. But the only time that I've ever heard of that sentence being used would be when a group of friends go out to a bar, and they drink shots of vodka, or tequila.
