"What we can do ..." and "What can we do ..."
I'm confused about those two sentences even it looks so simple.

In my understanding, both of those were make sense. Just used in different way.

For instance. "What can we do ..." usually is a question, it could be used as individual. And "What we can do..." often used in a sentence like "what we can do is tell this news to our friends."

Above is only my understanding. Is it right?

When you place the auxiliary verb in front of  the subject it signifies a question. 
Can WE do it? 
May WE do it?
Do WE go?
Did WE go?
Have WE done it?

What can we do? 

When the subject comes first it signifies a statement.
WE can do it. 
WE may do it. 
WE did it.
WE have done it.

What we can do is......

That is exactly right. Look at it this way:
Question: What can we do?
Answer: What we can do.

Example: What can they do?
They can do this.
They can do that.
They can do what we can do.

Answer

Example: What can we do to improve our English?
What we can do,  is to study hard and pass our exams.
