if someone suddenly says hi to you on msn or something like that.
Would it be correct to say
"I don't remember you, where did we meet"?
just in case I don't remember who the person is, and I don't remember where on the net we talked for the first time.

of course you can reply that way... although, you might not really know the person and from which country he's in, your statement could appear impolite and a bit arrogant (unless you smell something fishy about that person) in as far as culture is concerned.
maybe you can rephrase your statement in order to appear friendly.
"hi, have we met (in italki) before? I think I'm having a bad memory."
