maybe this means some girls can hold responsibility because they are grown up more than other girls although they are same age
or maybe means bigger minds ,not just weight or height, so they think better and take decisions wisely.
this is only an opinion, it may be right or wrong

I take it as meaning: everyone (in this case, the girls Morrissey is thinking of) is different, and the physicality is the first and most obvious indication.
