well, "neng" means ability, able to do something, capable of doing sth, qulified to do sth.
as following:
i can (neng) pass the english exam , he can (neng) do that job
"hui "means promise, will , threat , and possiblities ,sure. as following:
i will(hui) lend u the car as i promised (promise)
i will(hui) kill u if u dont pay me salaries(threat)
he is likely to come back for dinner. its sure (hui) to rain . (possiblities.)
sometimes they can both be used to mean "can", having various skills
he can play piano. (u can use neng,or hui, either will do)

"能/会 (neng/hui)" are used generally as an auxiliary verb; that is, one that helps or enables another verb, e.g. I CAN help you. However, the potential complement doesn't have an equivalent in European languages, so you'll just have to memorise it.
The potential complement "得" generally goes with any normal verb to show a result, e.g. 做得很好, 做得不好, and it's used to stress the result, or resultative complement, the "很好" or "不好" bit.
Hope that helps :)
