"Washed up" means finished, done for, or no longer successful (when you're talking about someone's career). For example, an old police officer who is way past his prime can be called "a washed-up cop". But "I'm washed up" or "he/she was all washed up" can mean to be very exhausted, or to be worn out completely (in this case "washed-out" can also be used).

I'm washed out= I am very tired I'm washed up= I have washed my hands or I have suffered a loss in my finances/ career/love life
