It is 'A' as mentioned above. Why not the others? It is not ' planned' because to plan something you control it somehow and decide how things will go, while the fact, that the taxi was late was not in the speaker's hand to decide about. It is not ' wait for' either, because it would be grammatically wrong to say ' wait for the taxi would take ..." , besides it is again nothing that the speaker anticipated ,it just happened ocassionally that the taxi came late. 'Expected' would have been right with some modification of the sentence structure as follows: " I never expected the taxi to take so long to get here."
