Meaning something belonging to a group of tribes/ethnic groups/nationalities. For example "Most native American peoples' experience of meeting European settlers was..." It depends on the context. "Turf" is slang for someone's area or part of town/city. "This is my turf, go away!" When someone "settles down" they are not as adventurous and stay closer to home.

The right word to be used is "people's". The apostrophe "s" is used to show possession (something belonging to a person or a group of people). The word "turf" in this context means an area regarded as someone's personal territory.
