Which word order is correct? His favorite programme starts AT around this time? or His favorite programme starts around AT this time? And what if I want to replace "around" with "approximately?"

The first one is correct. 'Around' modifies 'this time', making it more vague. It is therefore part of the time and follows the preposition.
