But what is 안 내면 진 거?

안 내면 If you don’t participate
진 거, you lose.

Actually, this is just for a warm-up before 가위바위보.
The meaning is not that important but we do it 
because this rhythm makes us ready.  
So try to get used to the rhythm and melody
