有了不被战胜的条件，就可以守；敌方出现了可乘之机，就可以攻。之所以施行防守，是因为实力不足，取胜的条件不够充分；之所以采取进攻，是因为实力强大而敌人相对弱小。善于防守的，如同深藏于地底，敌人无迹可寻；善于进攻的，能高度机动灵活地打击敌人，犹如神兵天降，让敌人防不胜防。所以，善防善攻的军队，既能保全自己，又能战胜敌人。
