If you use the verb "suggest" in this way, it triggers the subjunctive. So neither of your examples is correct. You would need to say:
I suggest that you add this feature.
To avoid triggering the subjunctive, use a different verb:
I think you should add this feature.

The second one sounds more natural to me but I wouldn’t really use either. I would say:
I suggest that you add this feature.
