"To phone" is wrong English but "To call" is appropriate and the correct one to use in formal English.

my british friends use “phone” or “ring.” “i’ll phone you.” or “i’ll ring you.” we (americans) say “call.” “i’ll call you later.” “call me in the morning.” “she called me last night.” 😊

They have the same meaning. I think British people use 'phone' more, but 'call' is becoming more common.

I usually hear “to call” used more in everyday life, but “to phone” can be used too. >> Did you call your friend last night? >> Did you phone your friend last night? Both work!
