I am confused with a word “row”. It seems it has two pronunciation. When it means quarrel, it speaks /raʊ/ ; otherwise, it speaks /rəʊ/. Is that right?

"Having a row with someone" is the same 'o' sound in the word cow. "I had to row a boat to get home" then it would sound like the 'o' in the word know. Hope this helps.
