Well for the first gap the only answer that makes sense to me is ‘to make’ up for… which is answer A. However, for the second gap the most appropriate answer would be ‘increased’ cost of living… which is answer B. Answer A could perhaps be correct if the original question was rephrased to:
They demanded a rise in their wages (to make) up for the (increase) in the cost of living.
