I wish I could live in a western city just to have friendly relations with westerns, to have western neighbours, to have good conversations with them. I want to make conversations with western elderly, I want to hear their stories, their opinions about some many topics. I want to know more about the countryside, the forgotten dialects, the special dishes, special places in the town or in the village.

"West" needs to be capitalized when it is used as the proper name for a part of the world.

"Western" is an adjective and "westerners" is a noun referring to western people. Another note is that "neighbours" is the UK and Australian spelling, while "neighbors" is the US spelling. This is just a regional difference, not a real mistake, depending on which kind of English you're learning. Don't forget to include "and" before the last list items. It is okay to omit the "and" sometimes in spoken English (often used as a rhetorical effect), but as a learner, it's good practice to include the "and." Try to be consistent with each list item--for example, your last sentence includes "the" in each list item, so I added "the" before "special places" for the sake of consistency. Otherwise, great job!
