would you tell me what's the difference between " it would appear that ... " and "it appears that ... "? I mean what the auxiliary verb'' would'' put emphasis on?
the text: while some other countries pride themselves on thriftiness, the converse would appear to be true for the US

-1- “would appear” is active voice.
-2- “It would appear” is more tentative than “It appears.”

“Would appear” is in the passive, and in this case is less certain. “It appears that” is said more firmly, with more certainty.
