How common is the phrase "it sucks to be you" in the US? Is it rude to say that?

It was quite common in the 90's, but people still say it. It can be rude, but it depends on the context. Usually it's said in casual situations or between friends; how rude it is will depend on the nature of the circumstances, i.e. if it's a minor thing versus serious thing. But, it basically just implies that you don't have sympathy for the person. If it's said over a minor thing, it can come off as a joke between friends, but if it's said in response to something serious, it can be very rude. Obvious, maybe, but there's some more info.
