What is the difference between them? 1) He likely would have loved the woman if she’d been ordinary. 2) He would have likely loved the woman if she’d been ordinary.

I think they mean the same thing but the second one sounds slightly weird to me, not very idiomatic. I think using "likely" as a synonym of "probably" is quite a new (or perhaps American) thing. If you replaced "likely" with "probably" in both cases it would sound more natural to me.
