The first is the strong pronunciation when the word is stressed. The second is the weak pronunciation when it is unstressed. Because it is a preposition, 'at' is usually unstressed so is pronounced the second way. If, for some reason, you want to stress 'at' because it is very important in the sentence, it is pronounced the first way.
