Hi, what implication can be seen from this sentence? I can read it literally, but I don't know why it mentioned a Capital. Does it require some cultural background about the establishment? 😥 When the United States built its industrial foundation, it didn't have the capital to do so.

Argentina is a good example. Perhaps Argentina may turn around some day and rebuild from (close to) zero. I choose to believe that it is possible for them to do so if only they make the right choices.
