I imagine this is no regular foot; it sounds much larger than the subject. So to get over the foot, the subject must first go up. Simply, the subject dashed up the foot; then, the subject dashed over the foot.

In this context, they are adverbs of place that describe the direction of the dashing. In this case, he dashed up and then over the foot.
