When not to use contractions?
Can I say: "you've the experience"
It's very confusing for me, where is the line that here I can use contraction and here I can't?

When "have" is the main verb (for example, "to possess" in your sentence) you don't contract it.
When "have" is a helping verb (for example, in perfect verb forms such as "have been") then you can contract it.
You can only say, "You have the experience."
