I don't understand what you mean by "difficult". Accents come quite naturally, and they depend on who you speak to on a daily basis. Yes, there are some accents which sound unusual or hard to understand, but speaking them doesn't need any linguistic skill... I mean, speaking a "difficult"(?) accent doesn't mean you are a better speaker of English.

for instance, if your main language does not have strong "rrrrs" then I'd avoid many of the Scottish accents, so Orkney would be fine, but Strathclyde might be avoided.

People from Glasgow are hard to understand in my experience

there's no easiest or hardest accent. It depends on you. The hardest accent for me, could be the easiest for you. Or otherwise.

I am not an expert, but I travelled around quite a bit and find the Scottish accent from Glasgow being one of the worst. Some Kiwis can be pretty hard to understand too, especially when they have this bad habit to not open their mouth when they talk!!! They are worse than the Australians I am afraid... ;-p Love you Kiwis though! Please do not be mad at me!
As for the easiest one, I really have no strong opinion about it. I am used to the Irish accent from South-Dublin. I find the Canadian accent to be rather neutral and easy to understand, but maybe a bit flat. The californian accent sounded pretty easy to me too.
