What is the mean? "My house that my brother is in has xxxxx." What is the mean this sentence? It means speaker has a house, but speaker's brother lives in the house?

It’s a bit unclear out of context, but would work in spoken English where the listener knows the context. My best guess is that the speaker has more than one house and his brother lives in one of his houses — the one the speaker is talking about. The lack of a comma and the use of “that” instead of “which” means that this is a defining / restrictive relative clause. Of course, it’s always possible that the speaker may have used improper grammar.
