how to express “project manager is a foreigner” concisely

If a project manager is a foreigner, can I describe "a foreign project manager"? However, does it make us wrongly understand the project is foreign instead of the manager?

Or any other expressions?

Being concise is good, but I would avoid words like “foreign” or “different” (which often have negative connotations). The word “international”, on the other hand, has positive connotations, so how about: “the project is headed by an international manager”. Or you could refer to “international management talent” or whatever works in your context.

Hello Michael, thanks for your prompt reply.

Hello Phil, thanks for your detailed explanation. Yes, I feel the same way about using "foreign" or "different" here. If I want to emphasize on "manager", can I describe "an international manager of project"? Or any other formal expressions?

“The Project Manager is foreign.” Or more politically correct “The Project Manager is from a different country.”
