ですね・ですよ vs ね・よ

I just had a Skype session with my tutor, but he kept misunderstanding my question, so I'll ask it here.

Is it true if that "かわいいよ" and "かわいいね" can only be used by females and "かわいいですよ" and "かわいいですね" can be used by both genders?

I read once it's like that, but I've seen Anime where male characters said "かわいいね".

Every thing is ok.

ね and よ are casual words.

 ですね and ですよ are formal version.

I made a mistake in my comments.

 

But かわいい is more of a girly expression.

So, Using "かわいいね" for dog is natural.

But "Using ”かわいいね” for stuffed bear many times" might be a little effeminate , I think.

かわいいよ and  かわいいね。 is used by male, too.

For example,  あの犬すごくかわいいね。 I have said it many times.

But  かわいい is more of a girly expression.

So, Using kawaii against dog is natural.

But "Using it against stuffed bear many times" is a little effeminate , I think.
