This is the second time that I have encountered the same issue with DHL

or

This is the second time this issue has arisen with DHL

Consider - Changing "it is" to "this" - as it has happened before

The second what? you need to use the word "time"

Tense:- should be consistent - I have / which is - I have changed the wording.
