你妈妈寄来信了吗？
来 is used as a directional compliment
it tells the listener the result of the action and watch direction the actions is
带 = bring or carry ... but
来 (comes towards the speaker) tells what direction you are carrying (带） the object.
<address>去（take the action away from the speaker) so 带去 (means take this away)</address>起来（bring the action up) or (keep doing the action) (带起来）means bring the action up toward the speaker or keep carrying the action until i tell you to do something else.
