What's the difference between up high/high up and down low/down below?

Should I say "The cups are high up on the wall" or "The cups are up high on the wall"? or "The cups are too high on the wall"?

Up high is usually used when we describe something that is not reachable. e.g.. the sky is up high. High up means that the item can be reachable. The same goes for down low/down below. You could say that a cupboard is down low. But hell would be down below. Its not really reachable yet it is underneath you.

Up high and high up mean the same thing. 

"The cups are too high on the wall" works as a sentence but why are they too high up? The cups are too high up on the wall to be reached? It is different from, "The cups are high up." 

Down low and down below are different. Down below means it's underneath something. Down low means that something is just low. A cat can rest below a table but it can also just rest low on the ground.

"The cups are high up on the wall" and "The cups are up high on the wall" are basically the same thing. "The cups are too high on the wall" would mean that no one can reach them.
