What does it mean when you call somebody sticky? I've found this attribute in one of the Pratchett's books.

It's strange to call someone sticky. If I saw that, I would wonder if there was a typo meaning to say stinky, not sticky. "Sticky" is not generally used to describe people.
There's a word "clingy" though having emotional connotations if used talking about people. A clingy person emotionally smothers the people around him or her.
"Sticky" usually describes a tactile sensation. A person who has "sticky fingers" is a thief.
This is all I can think of about sticky regarding a human being.
On the other hand, a sticky situation is a bad situation; or if a website is interesting enough, you can say, "The website is sticky."
