Maybe "Drop cash on", that's more of a slang term, "Splurge", "Shell out" is also one that i know... and i can't remember anymore

The only thing I can think of is "to splurge". Basically the same thing (though I'm not familiar with "to splash out"). Example: I splurged on an expensive restaurant for my birthday.
