What’s the difference between “disenfranchise” and “disfranchise”?

I had never heard the word "disfranchise" before, but just looked it up in the Oxford English Dictionary, and it looks like the meanings are the same. Both words mean to deprive someone of civil rights or privileges.
"Disenfranchise" is much more commonly used. Google returns 5,000,000 results for the word "disenfranchise," and only 300,000 for "disfranchise."
