Is it ok to use "was when" in this sentence: A complaint I made that I was satisfied with the results was when I bought a new smartphone online from a well-known brand and it turned out to be defective.

A complaint I made that I was NOT satisfied with the results (because this should be the content of the complaint) A time I made a complaint that I was not satisfied with the results was when (better, although this sentence is already a bit wordy). A time was when. Rather than a complaint was when.
