In order to gain initial (erstmalig) access to the holding of a blocked account,
it is required at the time of opening the account,
that the holder (Inhaber) signs a special (gesonderter) contract of service in an investment or financial centre of the bank in Germany.
Sperrkonto = an account where you can only access the funds after a certain period. I have forgotten the word we use in English for these.
