「～と言（い)うか」is informal (chatty) Japanese. Formally we say 「～と言（い)うよりも」
*I feel more like lazy than busy.
e.g.
She is more like beautiful than cute.=彼女はかわいいというか＜というよりも＞きれいです。
He is more like a friend than a teacher=彼は先生というか＜というよりも＞友達です。
